Challenge

Joint Base Charleston (JBC) is an installation supporting critical multi-service missions. Optimized infrastructure and energy systems are required to sustain readiness, resilience, and mission assurance. JBC tasked Lindahl Reed with delivering comprehensive engineering, project management, and resource efficiency services to enhance resilience, modernize aging systems, reduce utility costs, and support high-value energy and infrastructure investments.

Our Solution

Lindahl Reed delivered integrated engineering, energy, and programmatic support to enhance infrastructure performance and reliability, and resilience. Our multidisciplinary team worked closely with the 628th Civil Engineer Squadron (CES) to plan, implement, and manage a portfolio of energy and facility improvement projects aligned with mission priorities.  Key responsibilities included:

  • Engineering and Project Management Support: Provide technical leadership across project planning, design, procurement, and construction, including the development and implementation of more than $30 million in projects.
  • Energy Management and Resilience: Execute building audits, optimize energy management systems, and conduct lifecycle planning to enhance performance and resilience.
  • Program and Portfolio Optimization: Deliver strategic assessments and improve energy reporting and compliance, enabling informed capital planning and better budget alignment.
  • Facility Support and Issue Resolution: Proactively address technical and operational challenges on complex facility projects involving maintenance shops, hangars, and utility systems to keep budgets on track and prevent schedule delays.
  • Facilitate Stakeholder Engagement: Coordinate across energy managers, public works, and higher headquarters to ensure alignment and buy-in for key resilience initiatives and ensure minimal disruption during ongoing work.

Results & Impact

  • $7.1M in Energy Projects Developed: Delivered over $594K in energy savings and $172K in non-energy savings annually.
  • $22.7M in Non-Energy Infrastructure Improvements: Strengthened mission support through modernized utilities and base facilities.
  • Enhanced Decision-Making: Provided actionable insights from utility data and system assessments to guide leadership decisions on infrastructure upgrades.
  • Zero Delays, Maximum Responsiveness: Delivered services ahead of schedule, implemented process improvements, and filled critical positions with highly qualified engineers.
  • Mission Assurance and Readiness: Strengthened JBC’s infrastructure resilience posture and advanced compliance with EISA 432, UFGS standards, and federal energy mandates.
