Challenge

The U.S. Army Installation Management Commend Pacific (IMCOM-Pacific), headquartered at Fort Shafter on the island of Oahu, Hawaii, supports 10 Army garrisons , Japan, the Republic of Korea, and the Republic of the Marshall Islands. IMCOM-Pacific faces unique energy and resilience challenges due to geographic isolation, mission-critical operations, and aging infrastructure. With growing urgency to reduce reliance on vulnerable grid systems, improve energy security, , IMCOM-Pacific required high-impact energy management and technical advisory services across its installations.

Our Solution

Lindahl Reed provides full-spectrum Resource Efficiency Manager (REM) services to IMCOM-Pacific to enhance resilience, infrastructure reliability, and energy security. Our expert staff serves all IMCOM-Pacific installations through our work at IMCOM-Pacific Headquarters (HQ). We also work directly with U.S. Army Garrison Hawaii (USAG-HI) and U.S. Army Garrison Kwajalein Atoll (USAG-KA). Key areas of support include:

  • Energy and Water Project Identification and Development: Identify, scope, and advance energy resilience, security, and efficiency projects aligned with mission requirements and cost-effectiveness criteria.
  • Comprehensive Energy and Water Evaluations (CEWE): Conduct assessments to uncover operational savings, maintenance efficiencies, and resilience enhancements.
  • Funding and Acquisition: Develop project documentation including DD1391, (eROI), lifecycle cost analyses (LCCA), and independent government estimates (IGE), and identify and pursue the Energy Resilience and Conservation Investment Program (ERCIP), Utility Energy Service Contracts (UESC), Energy Savings Performance Contracts (ESPC), and other funding mechanisms.
  • Project Advisory Services: Conduct lifecycle cost analysis and technical advisory for distributed generation and HVAC projects, including Net Zero planning and Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) grant submissions.
  • Rate Development and Cost Recovery: Develop fixed and variable rate components for annual gas and electricity sales rates; collaborate with GSA, Hawaiian Electric (HECO), and Hawaii Gas to renew multi-year energy contracts and agreements.
  • Interagency and Customer Support Agreements: Validate cost methodologies for agreements with 12 federal and DOD tenants including US Army Corps of Engineers, and the VA.
  • Data Reporting and Compliance: Develop Annual Energy Performance, Resilience, and Readiness Report (AEPRR) and the Installation Energy and Water Plan (IEWP). Provide quarterly Army Energy and Water Reporting System (AEWRS) updates for electricity, propane, natural gas, and solar photovoltaic generation metrics. Support Resource Management Office (RMO) billing with tenant-level consumption data.
  • Emerging Technology and EV Infrastructure: Collaborate on development of electric vehicle (EV) charging reimbursement processes. Participate in Army-wide EV working groups.

Results & Impact

  • $53M Utility Cost Recovery: Enabled cost recapture for electric sales across over 475 customers through validated billing statements.
  • $79.5K Saved in Reversed Penalties: Identified billing delays and worked with utility provider to reverse late fees and secure a moratorium on charges.
  • Improved AEWRS Reporting Accuracy: Delivered consistent, quarterly data updates across all major energy sources and customers.
  • Strengthened Contracting Efficiency: Provided technical exhibits and historical data that enabled GSA utility contract renewals with HECO and Hawaii Gas.
  • Increased Operational Readiness:cost projections, rate development, and strategic energy planning for new and ongoing DPW infrastructure efforts.
  • Enhanced Energy Security and Resilience: Tracked and managed projects to ensure resilience and reliability of power production at Kwajalein Island Main Power Plant (KPP), generators on Roi Namur, and PV projects at USAG- KA .
  • Accelerated Development of Strategic Projects: Supported development and documentation for resilience and efficiency projects, including distributed energy resource (DER) integration and load-shedding strategies.
  • Enabled Project Awards via Alternative Financing Mechanisms: Facilitated award of multiple energy projects via third-party financing pathways, reducing the need for direct appropriations and accelerating implementation.
  • Advanced Project Funding: Developed AFFECT grant applications and projects at multiple IMCOM-Pacific installations. Managed Resilient Energy Funding for Readiness and Modernization (REFORM) project to install new LED lighting in 150 barracks at USAG-KA.
