Challenge

Federal agencies face growing mandates to increase resilience, improve operational efficiency, and reduce energy consumption while operating under tight budgets. The Department of Energy’s (DOE) Federal Energy Management Program (FEMP) chose Lindahl Reed to create and implement an innovative, scalable, and cost-effective model to help agencies identify and implement energy and water savings opportunities across a diverse portfolio of federal installations.

Our Solution

Lindahl Reed initiated and executes the FEMP Regional Energy and Water Treasure Hunt Program, a structured, team-based model that enables federal facilities to uncover hidden energy savings and performance improvements. Our support spans technical implementation, training, data collection, and ongoing program development. Key program features include:

  • On-Site Energy & Water Treasure Hunts: Conduct facility-based Treasure Hunts to identify low-cost and no-cost Energy Conservation Measures (ECM).
  • Retro-Commissioning and System Optimization: Support retro-commissioning and system performance assessments to optimize building system performance.
  • Federal Facility Stakeholders Engagement and Training: Foster stakeholder engagement across federal energy managers, engineers, and building operators.
  • Agency Capacity Building with Train-the-Trainer Approach: Create a Train-the-Trainer model for agency self-sufficiency and long-term impact.
  • Professional Curriculum and Planning Tools: Develop planning, budgeting, and implementation frameworks for continuous improvement.

Lindahl Reed also created robust professional development materials, including the 10-volume FEMP Energy Professional (FEMP-EP) curriculum, comprising 22 modules and 167 energy-related learning topics.

  • Delivered High ROI for FEMP: Achieved an outstanding 7:1 return on investment for every FEMP dollar invested.
  • Identified Fast-Payback ECMs: Created value by identifying compelling ECMs, 95% of which have a payback period of less than one year.
  • Trained Hundreds Across Federal Agencies: Trained 250+ federal staff across CONUS and OCONUS facilities, including Navy, Air Force, US Department of Agriculture, Veterans Administration, Walter Reed National Military Medical Center, and Alaska Native health systems.
  • Extended Reach to Underserved Communities: Broadened DOE outreach to rural communities, including Tribal entities.
  • Nationally Recognized for Innovation: Program recognized with the 2023 International Association for Continuing Education and Training (IACET) Innovative Approach Award for its scalable, impactful model.
