Driving Energy Resilience and Cost Savings

Challenge

With over 100 Army garrisons worldwide, the Army Installation Management Command (IMCOM) HQ faces the challenge of enhancing energy and water resilience, and operational readiness, while balancing cost-effectiveness. IMCOM contracted with Lindahl Reed to guide the development and implementation of Installation Energy and Water Plans (IEWP), prioritize resilience projects, and coordinate performance reporting across a large, complex enterprise.

Our Solution

Lindahl Reed provides enterprise-level Resource Efficiency Management (REM) services to IMCOM HQ, offering technical, analytical, and strategic support to improve infrastructure resilience and energy performance. Our responsibilities include:

  • Enterprise IEWP Oversight and Implementation: Provide oversight of IEWPs across 100+ garrisons.
  • Energy and Water Project Prioritization: Conduct technical reviews and prioritization of energy and water conservation measures (ECM).
  • Funding Pathways and Acquisition Guidance: Deliver guidance on project funding and acquisition pathways, including Energy Savings Performance Contracts (ESPC), Utility Energy Service Contracts (UESC), Enhanced Use Leases (EUL), and Energy Resilience and Conservation Investment Program (ERCIP).
  • Infrastructure Assessments and Technical Analysis: Support ASHRAE Level I and II audits, Comprehensive Energy and Water Evaluations (CEWE), and lifecycle cost analyses (LCCA).
  • Reporting and Performance Tracking: Prepare Annual Energy Performance, Resilience, and Readiness (AEPRR) Report, coordinate with garrisons, staff the package for submission to the Office of the Secretary of Defense (OSD), and draft command briefings.
  • Garrison-Level Engagement and O&M Optimization: Engage with garrison teams to optimize O&M practices and reduce utility costs.

Lindahl Reed also assists in the development of key documentation, including DD1391s, eROI, ERA, and DCAT submissions ensuring that project submittals are accurate and complete and comply with Army energy policies.

Results & Impact

  • Delivered Measurable Cost Savings: Identified $5.9 million in cost savings directly attributable to REM activities in FY24.
  • Responded to Global Energy Challenges: Supported audits at three German garrisons, generating 78 ECMs to reduce natural gas use in response to geopolitical energy disruptions.
  • Advanced High-Impact Projects: Developed and tracked high-impact energy projects including combined heat and power (CHP) and geothermal systems.
  • Strengthened Decision-Making Tools: Enhanced Army decision-making through consistent documentation, lifecycle modeling, and performance-based recommendations.
  • Accelerated Project Readiness and Funding Access: Accelerated project delivery and funding access by aligning energy projects with validated requirements and Army resilience criteria.
