Enhancing Energy Resilience Across the U.S. Army’s Organic Industrial Base

Challenge

U.S. Army Materiel Command (AMC) oversees 23 Organic Industrial Base (OIB) facilities critical to national defense readiness. Spanning 17 states, these installations face increasing demands for energy reliability, resilience, and efficiency in support of Army-wide modernization, mission assurance, and security. AMC contracts with Lindahl Reed to provide specialized energy engineering services, strategic coordination, and on-site technical support to strengthen its energy posture across its industrial footprint.

Our Solution

Lindahl Reed serves as a trusted energy advisor and implementation manager. We deploy a multidisciplinary team of engineers, analysts, and program managers to assess and enhance energy programs at AMC HQ and all 23 OIBs. Our support includes:

  • Energy and Water Planning: Develop Installation Energy and Water Plans (IEWP) and conduct Comprehensive Energy and Water Evaluations (CEWE).
  • Project Development and Oversight: Lead project identification, design reviews, and construction oversight for resilience and efficiency initiatives.
  • Emergency Preparedness: Support Black Start Exercises (BSE) to test energy resilience, coordinating across stakeholders and Army senior leadership.
  • Strategic Coordination: Collaborate directly with HQDA G-9, DASA-Energy & Sustainability, and Major Subordinate Commands (MSC) to align with Army priorities.
  • Funding Strategy and Execution: Facilitate project funding and implementation strategy through Energy Savings Performance Contracts (ESPC), Utility Energy Service Contracts (UESC), Energy Resilience and Conservation Investment Program (ERCIP), Enhanced Use Leases (EUL), Power Purchase Agreements (PPA), and renewable energy mechanisms.

Results & Impact

  • Cost Avoidance and Optimization: Generated more than $22 million in avoided costs through improved project siting, utility audits, and peak shaving strategies.
  • Energy Efficiency Savings: Identified more than $7.2 million in energy efficiency savings.
  • Improved Data and Reporting: Strengthened Army compliance and reporting accuracy through centralized AEWRS data support and analytics.
  • Resilience Advancement: Advanced Army resilience and security through system-level planning and execution support.
