Challenge

Navy and Marine Corps mission assurance depends on resilient, secure energy infrastructure capable of operating through grid outages, cyber threats, and natural disasters. U.S. Marine Corps Installations West (MCI-West) installations selected Lindahl Reed to deliver strategic and technical support to assess vulnerabilities, plan emergency responses, and execute projects that enhance energy and water security across their facilities.

Our Solution

Lindahl Reed provides specialized technical services to improve energy resilience, reduce utility costs, and bolster emergency preparedness across MCI-West. We facilitate the planning and execution of Energy Resilience and Readiness Exercises (ERRE) and Black Start Exercises (BSE), while leading the development and implementation of Installation Energy Security Plans (IESP). Key responsibilities include:

  • Grid-Responsive Resilience Exercise Support: Plan and conduct ERREs and BSEs, including events at MCAS Miramar that removed 7 MW of load during actual grid emergencies, preventing regional blackouts and earning grid incentives.
  • Energy Security Plans and Audits: Update IESPs and conduct audits to identify mission-critical gaps in utility infrastructure and prioritize project investments.
  • Infrastructure Optimization Through Real-Time Data: Use data from control systems, meters, and utility dashboards to optimize performance and guide infrastructure decisions.
  • Project Funding and Execution Support: Support project execution through lifecycle cost analysis (LCCA), funding applications, and grant/rebate submissions.
  • Cybersecurity and Generation Planning Integration: Coordinate with installation energy teams to integrate cybersecurity risk mitigation and onsite generation into strategic plans.
