Challenge

The U.S. Coast Guard (USCG) Shore Infrastructure Logistics Center (SILC) is responsible for over 27 million square feet of facilities spanning 11 time zones. The SILC faces increasing complexity in aligning facility lifecycle planning, operations, and modernization with mission readiness and sustainability objectives while also integrating disparate data systems and evolving federal policies. The SILC contracted with Lindahl Reed to deliver comprehensive asset and program management services.

Our Solution

Lindahl Reed provides full-spectrum engineering and assistance services tailored to SILC’s operational, environmental, and strategic priorities. Working closely with Product Line and Asset Line Managers, we guide the definition of infrastructure requirements and deliver actionable planning products that inform capital, O&M, maintenance and repair, and resilience investment strategies. Key initiatives include:

  • Mission-Aligned Facility Requirements: Develop lifecycle-based facility and space requirement justifications aligned to SILC’s asset management framework.
  • Integration of Digital Tools Across Platforms: Configure and integrate Automated Data Processing (ADP) tools with USCG’s CMMS and IBM Maximo systems.
  • Modernization of SMS/BUILDER Protocols: Oversee SMS/BUILDER policy, inventory control, cost modeling, and Mission Dependency Index (MDI) analysis.
  • Transformation of Legacy Programs into Modern Frameworks: Assess and transforming legacy programs into structured, modern asset management protocols.
  • Technical Documentation and Infrastructure Guidance Support: Prepare performance guides and planning tools to support facility inspections, navigational aid systems, and operational optimization across USCG infrastructure.

Lindahl Reed also develops technical documentation and performance guides to support SILC’s evolving needs, including the integration of navigation aid infrastructure and facility inspection programs.

  • Supported Interagency Readiness at DHS HQ: Delivered a Facility Management Plan for DHS HQ at St. Elizabeths Campus under a compressed schedule to support interagency readiness.
  • Pioneered BUILDER Modernization for Tower Inspections: Authored a feasibility study and expert roadmap for modernizing USCG’s tower inspection protocols into a BUILDER-based solution.
  • Optimized Space Utilization at USCG Air Stations: Led the development of the first-ever enterprise-level space optimization layout for USCG air stations using a custom Infrastructure Requirements Catalog (IRC).
  • Resolved BUILDER Configuration Gaps: Created a Process Guide Technical Order (PGTO) that resolved longstanding technical challenges within the USGC’s BUILDER configuration.
  • Enabled Modernization of 49,000+ Navigation Aids: Supported the modernization of 49,000+ navigation aids by translating a dormant Commandant Instruction into responsive technical orders.
