Challenge

Joint Base Charleston is a large, multi-installation joint base supporting diverse operational missions across more than 60 Department of War and federal tenant organizations. Managing an extensive portfolio of facilities, utilities, and infrastructure assets required a coordinated approach to planning, modernization, and resilience while maintaining uninterrupted mission operations, complying with evolving codes and federal mandates, and balancing stakeholder priorities.

Our Solution

Lindahl Reed provided integrated facilities, infrastructure, and operations support services to strengthen mission readiness and long-term asset performance at Joint Base Charleston. Working with the 628th CES, our team delivered planning, engineering review, project management, data-driven analysis, and training support to guide infrastructure investments and sustain daily operations. Our approach emphasized proactive problem-solving, coordination across tenants and commands, and disciplined execution throughout the project lifecycle.  Our support included:

  • Facilities and Infrastructure Planning and Management: Supported sustainment, restoration, and modernization (SRM) planning for electrical, mechanical, water, and utility systems approaching end-of-life, ensuring alignment with base mission priorities.
  • Engineering Review and Technical Oversight: Conducted detailed civil, mechanical, and electrical design reviews to ensure compliance with Air Force standards, safety codes, and operational requirements across multiple project phases.
  • Program and Portfolio Support: Assisted with strategic programming, space planning, and real property data validation to improve accuracy, prioritization, and capital planning decisions.
  • Project Management and Implementation Support: Supported projects from concept development through design, procurement, construction, and closeout, providing technical analysis, schedule oversight, and coordination with A&E teams and contractors.
  • Data Management, Analysis, and Training: Collected and analyzed facility and utility data using Air Force systems to support reporting, compliance, and decision-making. Lindahl Reed also delivered training to base personnel in project management, cost estimating, safety, inspections, and scheduling.

Results & Impact

  • SRM Portfolio Advancement: Supported the planning and programming of more than $52 million in SRM projects aligned with installation priorities and mission requirements.
  • Energy Cost Savings and Efficiency Gains: Enabled development of $7.1 million in energy-related projects, delivering over $594,000 in annual energy savings and $172,000 in non-energy savings that could then be used in other ways to support mission.
  • Infrastructure Modernization: Supported $22.7 million in infrastructure improvements across utility systems and base facilities, strengthening operational reliability and resiliency, and enhancing long-term asset performance.
  • Improved Decision-Making and Data Quality: Enhanced the accuracy and visibility of infrastructure, space, and utility data to inform leadership decisions and capital planning.
  • Mission Continuity and Responsiveness: Maintained uninterrupted mission operations through proactive coordination, rapid issue resolution, and responsive onsite support across multiple tenant and command organizations.
