Fuel Procurement and Logistics

Securing Operational Energy and Fuel Resilience

Client:

U.S. Coast Guard – Office of Energy Management

Challenge

The U.S. Coast Guard’s (USCG) mission spans vast maritime domains and relies heavily on secure, agile, and uninterrupted access to fuel for aviation, surface, and shore-based operations under all conditions, from routine daily activities to natural disaster response. With increasing demands on contingency readiness and growing vulnerability to supply chain disruptions, the USCG Office of Energy Management (CG-46) requires centralized capability to manage enterprise fuel procurement, coordinate energy logistics during emergencies, and maintain audit-ready compliance across more than 700 geographically dispersed operating locations.

Our Solution

Lindahl Reed provides operational energy support to CG-46 through the Energy Fusion Center (EFC), the USCG’s centralized hub for energy logistics, procurement coordination, and emergency fuel operations. We deliver real-time support and proactive planning to ensure uninterrupted energy availability for mission-critical assets. Our support includes:

  • Fuel Procurement & Compliance Management: Provide oversight of acquisition and reconciliation of $300M+ in annual fuel purchases through Department of Homeland Security (DHS), General Services Administration (GSA), and Defense Logistics Agency (DLA) systems. Ensure compliance with internal controls, audit standards, and data reporting for aviation, vessel, and vehicle fuel accounts.
  • Contingency Planning & Emergency Fuel Logistics: Plan and execute continuity operations during disaster response. Delivered fuel logistics support within 36 hours of Hurricane Milton landfall, enabling uninterrupted operations across the USCG 8th District Area of Responsibility (AOR).
  • Fleet Fuel Card Optimization: Lead the consolidation of more than 1,200 DHS fleet fuel cards into DLA’s LOGFUEL system, streamlining procurement, improving data integrity, and reducing fraud risk.
  • Audit and Training Program Management: Conduct monthly audits of USCG fuel card transactions, managing user access and training for 500+ procurement personnel and ensuring real-time issue resolution through the Energy Help Desk.
  • Operational Energy Planning: Provide subject matter expertise to assess the vulnerability of fuel distribution systems supporting USCG operations nationwide.

We play a critical role in empowering field operations, coordinating with headquarters and local commands to ensure that energy and fuel systems remain available, compliant, and secure.

Results & Impact

  • Maintained Mission Continuity During Emergencies: Enabled mission continuity across multiple hurricanes and natural disasters through rapid contingency fuel support and real-time coordination with DLA and operational commands.
  • Streamlined Fleet Management and Reporting: Achieved significant efficiency gains by consolidating DHS fleet cards into a unified, secure platform, reducing administrative overhead and increasing reporting efficiency and accuracy.
  • Recognized for High-Quality Performance: Delivered exceptional support cited by USCG leadership, including recognition in CPARS evaluations for exemplary performance, responsiveness, and quality of service.
  • Improved Compliance and Oversight Readiness: Strengthened compliance posture through ongoing audit support and training, ensuring readiness for internal DHS, and external oversight.
  • Increased Fuel Program Readiness and Resilience: Enhanced CG-46’s ability to predict, procure, and protect fuel resources critical to the readiness and resilience of the operational enterprise.
