Strategic Asset Management for AFSC to Guide Investment Planning and Modernization of Air Force OIB Infrastructure

Challenge

The U.S. Air Force Sustainment Center (AFSC) oversees the planning and lifecycle management of the Air Force’s Organic Industrial Base (OIB) infrastructure, which supports the service’s global sustainment mission. The FY20 NDAA Section 359 required the Air Force to establish a comprehensive baseline assessment of its asset management systems to inform the Office of the Secretary of Defense (OSD) objectives and drive modernization across its depots. AFSC contracted with Lindahl Reed as a strategic partner with deep expertise in asset management, systems analysis, and infrastructure lifecycle planning to develop a scalable, digitally enabled roadmap for facility investment and governance.

Our Solution

Lindahl Reed delivered an enterprise-level evaluation of OIB planning competencies, systems, and data environments. We performed a rigorous baseline analysis of the OIB’s asset management system (AMS), supported by a comprehensive maturity assessment aligned with ISO 55001 standards. Key actions and deliverables included:

  • Enterprise-Wide AMS Baseline and Maturity Assessment: Deliver a fully developed System Requirements Document (SRD) outlining the path forward for the Air Force OIB Asset Management Improvement Process (AMIP).
  • AMIP System Requirements Document (SRD): Complete a documented asset management framework integrating policies, objectives, and procedures aligned with AFSC’s Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Integrated Framework for Facility Investment Governance: Perform technical analyses, business processes, and planning documentation to support MILCON, FSRM, and WCF investment strategies.
  • Site-Level Analyses Across Key AFBs: Conduct extensive coordination with stakeholders at Hill AFB (UT), Tinker AFB (OK), and Robins AFB (GA).
  • Scalable Digital Solution on Palantir Platform: Connect BUILDER/SMS, NexGen/TRIRIGA, CPP, and DSS data through a Foundry/Envision-based architecture to support digital modernization.

We facilitated site-level engagement with ALC MXSG, MSG/CE, and Software Directorate personnel, evaluated facility planning practices and streamlined how condition and inventory data are translated into capital planning. Our team worked across core platforms—including BUILDER/SMS, NexGen/TRIRIGA, CPP, and DSS—while architecting a digital solution built on Palantir’s Foundry/Envision platform.
